激励政府部门进行政策创新,推动更多的地方政府进行有效的政策扩散,是当下政府改革和治理能力现代化的基本课题。探寻政策扩散的影响因素和内在机理为更好理解地方政府的行为模式提供了现实依据,可以更好认识和打开政策扩散的“黑箱”。文章基于访谈调研对实践考察的资料收集和政策特征,提炼了支配性权威、问题界定、绩效合法性与技术可行性四个维度作为城市区级政府政策扩散的理论解释框架。领导人的权威是政策扩散的基础,问题界定是政策扩散的前提,绩效合法性是政策扩散的原动力,技术可行性是政策扩散的保障,可以在一定程度上呈现具体化的政策扩散机制。
Abstract
To encourage more policy innovations and more effective policy diffusion is a main topic in policy innovation and governance capability modernization governance. To explore its effect factors and inner mechanism is good for understanding the behavioral model of local government, as well as the “black box” of policy diffusion. We firstly made a theoretical framework by logical analysis, and then studied the case. There are four dimensions of the theoretical framework, including dominant authority, problem definition, performance legitimacy and technical practicability. The first is the base, the second the promise, the third the motivity, and the fourth the safeguard. The four factors constitute a policy diffusion mechanism.
