Based on the theory of reasoned action (TRA) and expect confirmation model (ECM), this paper focus on the central role of emotional factors in the mechanism of civil servants' intention to participate in the incorruptible education. We selected variables related to emotional factors to construct a model of the intention to participate in the Incorruptible education for civil servants. According to the collected questionnaires from 292 civil servants, this paper validates the structural equation model and the proposed hypotheses by using the AMOS software. The results show that the intention to participate is affected by the education beliefs, education satisfaction and perceived usefulness. Education satisfaction is affected by the perceived usefulness and educational beliefs. Meanwhile, the former has more significant impact. Education satisfaction has partly mediated effect on the relationship between educational beliefs and the intention.
