For folk micro-public welfare organizations developed on the network platform, the biggest problem is the lack of clarity of their legal status, which causes some difficulties in fundraising, volunteer recruitment, resource integration etc. But the research of legitimacy strategies has helped the folk micro-public welfare organizations solve many important practical problems. Through empirical research, this paper constructs the scale named LSS to analyze the legitimacy strategies of the folk micro-public welfare organizations. The LSS scale focuses on the conformance of the environment, selection of the environment, manipulation of the environment and creation of the environment. The empirical results show that the developed scale has good reliability and validity and can provide good guidance for the micro-public welfare activities.
