零容忍是一个重要的、在多个国家和地区已经被实践证明为成功的反腐败战略。文章认为应从理念、制度和行为三个方面来理解零容忍的内涵,零容忍战略的实现也需要在这三个方面协同推进。实现腐败零容忍,在理念上要绝不宽容腐败,加强理想信念教育,推进廉政文化建设,使领导干部不想腐;在制度上要加强体制机制创新建设,健全预防、监督和惩治制度,保证制度的延续性和稳定性,使领导干部不能腐;在行为上要维护党纪国法的严肃性和权威性,狠抓苗头性、倾向性的问题,发挥好党委、纪检、监察、司法、审计等机关和部门的职能作用,严厉惩治腐败,使领导干部不敢腐。

Zero tolerance is an important anti-corruption strategy, which has been proved successful in many countries and regions. This paper argues that we should understand the meaning of zero tolerance from three aspects, ie, ideas, institution and behavior. The strategy of zero tolerance should be implemented in these three areas. We should give no tolerance to corruption, strengthen the faith education, and promote the clean culture construction, so that leading cadres do not want to commit corrupt. We should strengthen the institution construction, improve prevention, supervision and punishment institution, so that leading cadres can not corrupt. Behaviorally we should protect the seriousness and authority of the disciplines and laws, exert the functions of different governmental departments, and we should punish corruption severely, so that leading cadres dare not to corrupt.
