Zero tolerance is an important anti-corruption strategy, which has been proved successful in many countries and regions. This paper argues that we should understand the meaning of zero tolerance from three aspects, ie, ideas, institution and behavior. The strategy of zero tolerance should be implemented in these three areas. We should give no tolerance to corruption, strengthen the faith education, and promote the clean culture construction, so that leading cadres do not want to commit corrupt. We should strengthen the institution construction, improve prevention, supervision and punishment institution, so that leading cadres can not corrupt. Behaviorally we should protect the seriousness and authority of the disciplines and laws, exert the functions of different governmental departments, and we should punish corruption severely, so that leading cadres dare not to corrupt.
