廉政风险是指领导干部在执行公务或日常工作生活中发生腐败行为的可能性。其基本构成要素包括:廉政风险因素、风险环节、廉政风险事故及损失等。廉政风险形成演化的过程包含了风险生成阶段和风险传导阶段,其中风险生成阶段包括风险潜伏期、风险显露期两个时期,风险传导阶段包括风险积聚期和风险爆发期两个时期。廉政风险生成和演化的逻辑在于:在廉政风险生成阶段,风险源演化为现实的廉政风险;在廉政风险的传导阶段,廉政风险经过公共权力运作过程的传导,其能量被积聚和放大,最终受客观风险源状况、公务人员主观心理过程和系统风险控制力等的影响,形成现实的腐败问题。
