党的十八届三中全会指出,国家治理体系和治理能力现代化是全面深化改革的总目标。国家治理的概念,本身就体现了丰富的人权价值,它强调公民和其他组织对公共事务的参与,体现了人性的主体性、人权的程序性和优先性。为了实现国家治理的良好效果,必须革新制度,更好地保障公民的结社自由、公众参与权和公众监督权,从而释放社会活力,实现民主治理。

The modernization of national governance system and governance capacity is a prime target of deepening reform issued by the Third Plenary Session of the Eighteenth Central Committee. The concept of national governance reflects abundant human rights value, and depicts the subjectivity of human beings, the procedures and priority of human rights of the citizens and other organizations for their participation in the public affairs. In order to achieve a good result of national governance, we need to innovate our human rights protection system and work harder on the protection of the freedom of association, public participation right and public supervision right, so as to release social activity, and fulfill the democratic governance.
