Since the 18th national congress of the CPC, the cause of socialism with Chinese characteristics has achieved rapid progress. “Rolling up the sleeves and working with added energy” has become new normal and new requirements. However, due to the influence of complex elements, problems such as the “official inaction”, “negative corruption”, and “disguised corruption” are relatively prominent. The “official inaction” is mainly caused by a combination of the individual, organizational and environmental factors. Based on the analysis of motivation, mechanism and environment, and by studying specific cases, we suggest that the governance of “official inaction” relies on the adherence to and perfection of the “three-in-one” governance idea, which focuses on the correction of the individual behavior motivation, improvement of the operational mechanism of the organizations, and creation of a clean external environment.
