Prevention and control of grassroots corruption is an important task in the new era of anti corruption work. In the process of policy implementation, policy marginal people, as a special group, usually induce grassroots officials to abuse their discretionary power in an irregular way, resulting in corruption. From the perspective of policy marginals and grassroots officials, this paper analyzes the logic of their behavior choice, and holds that the behavior of policy marginals is affected by multiple factors, such as the particularity of their own status, the sense of relative deprivation, the grassroots ecological environment, and the preference for irrational behavior choice. Corruption at the grassroots level is caused by the lack of regulation of administrative discretion, the appeal of maintaining stability at the grassroots lev el, the psychology of avoiding responsibility of officials and the dilemma of administrative ethics. Based on this, we should regulate the exercise of power, strengthen supervision, strengthen citizens′ participation, and pay attention to the publicity of honesty culture and other aspects to govern grassroots corruption.
