Based on the three dimensions of policymakers, policy instruments and policy effective ness, this paper constructed a threedimensional analysis framework of urban flood disaster governance policies by using Nvivo 12 and PMC index model, and made a quantitative analysis. This paper found that in the dimension of policymakers, the complexity of flood problems needs to be solved by crosssectoral cooperation. The local people′s governments, the flood control headquarters and the Ministry of Water Resources were the core subjects of flood disaster governance before the establishment of the Ministry of Emergency Management. After 2018, the Ministry of Emergency Management has played an important role in flood disaster governance, and the institutional reform has begun to take effect. However, the functions of policymakers are mostly focused on emergency rescue and post isaster relief, and the relevant policies are updated later than the department practice, which hinder the cooperation of different subjects. The reform needs to be further promoted. In the dimension of policy instruments, the policy instrument system is dominated by CAC policies, assisted by economic incentive policies and supplemented by social participation policies. In the dimension of policy effectiveness, half of the policies are perfect or good consistency. Some policies have deficiencies in coverage and functions, which directly affects governance efficiency. Exploring the characteristics and effectiveness of urban flood disaster governance policies can provide reference for policies formulation and system optimization.
