On Pairing Governance with Chinese Characteristics: Taking the East West Cooperation as an Example

In recent years, pairing governance has gradually become a new governance paradigm with Chinese characteristics, due to the practice of the east west cooperation with pairing characteristic, fixed point help and village resident help and so on. Pairing governance takes the construction of pairing relationship as an important step. Apparently, it is a relationship on division of labor and cooperation be tween the assistor and the assisted, but actually, it is a three party principal agent relationship, which is a directional cooperation process among unbalanced subjects under the dominance of authority, combining the advantages and characteristics of various governance paradigms, such as cooperative governance, collaborative governance, holistic governance and network governance, and which gives full play to the effectiveness of the Chinese system in condensing social dispersed resources to achieve unified and coordinated development of the country, and is a structured governance model for the central government to achieve social equity. Taking the practical investigation of the East West cooperation as an example, based on the interaction of the three forces of political authority guidance, governance structure extension and value recognition incentive, the central government lets the developed regions help the less developed regions to gradually realize the balanced development between the East and the West, on the basis of con structing the support relationship of the East West, poverty alleviation relationship and development relationship, through central tasks, project operation and performance assessment.
