The ″Capacity Space″ of Local Governance and the Transmission Variation of Epidemic Prevention and Control Pressure——— Empirical Research Based on Enforcement of the Local Epidemic Prevention and Control Policies

Since the outbreak of the COVID19 epidemic, local authorities in China have worked tirelessly in epidemic prevention and control in accordance with the requirements of the central government, effectively controlling the spread of local outbreaks and safeguarding the health and safety of local residents. However, a common problem in epidemic prevention and control has been the ″policy multiplying″( cengceng jia ma) approach. While the existing ″pressure based system″( PBS) theory can provide a powerful explanation for this phenomenon, it ignores the impact of local government′s governance capacity on the approach and degree of ″policy multiplying″. It has been found that the stronger the governance capacity, the greater the room for local government to maneuver, the more flexible the approach to responding to the pressure of epidemic prevention and control, and the lighter the degree of ″policy multi plying″. The improvement of governance capacity has expanded the ″capacity space″, which not only con firms the importance of continuously promoting the modernization of the national governance system and capacity, but also indicates its difficulties.
