The Neue Rheinische Zeitung, edited by Marx, is the source of Marxist outlook of Journalism combining theory and practice. Due to historical reasons, the researchers of Marxist outlook of Journalism in China had not read this newspaper before 2019. Besides some articles published by Marx and Engels on the newspaper, they did not know its content and layout. This paper takes No. 15 newspaper as a sample to explore the daily news and advertisements of the Neue Rheinische Zeitung. The author believes that the rich content of the Marxist outlook of Journalism is by no means a few abstract rhetoric, but the unity of Marx′s revolutionary standpoint and following the inherent laws of the press, which is the unity of knowledge and practice. It is also believed in this research that the practice of Marxist journalism must be taken as the basis of research, otherwise, the ″Marxist outlook of Journalism″ might become water without source and a tree without roots.

Neue Rheinische Zeitung. Organ der Demokratie is the earliest Marxist newspaper in the world. It is the only news practice that Marx and Engels mastered the right to edit and manage newspapers, and it is also the first complete embodiment of Marxist view of journalism. In recent years, China′s safety production risk management system and capabilities have made great progress. However, the safety production situation remains grim. The analysis of the 29 heavy hazardous chemical accidents from 2010 to 2019 shows that there are prominent contradictions in the current safety production risk management, including many hidden risks and weak governance capabilities, increasing safety requirements and defects in safety supervision, rapidly developing new business formats and new technologies and slowly updated governance concepts and technologies, the dilemma of source governance and post event emergency, the dense governance system network and low governance efficiency. These prominent contradictions are precisely the key reasons that cause the frequent occurrence of safety production accidents and the difficulty in management. To resolve these contradictions, it is necessary to steadily advance the modernization of the production safety governance system and governance capabilities, put people first and improve its quality, use technology as the support and make up for shortcomings, optimize mechanisms, improve various management systems, and consolidate the foundation of governance, so as to continuously improve the level of safe production and achieve the goal of safe development.

As a kind of regional, national, and even human wide solidarity action and comprehensive policy public governance, the biggest challenge of public crisis governance comes from the suddenness, prevalence and uncertainty of public crisis events. Community strategy, as a multidimensional overall perspective based on national authority, civil rights, social communication, voluntary services, etc. , aims to plan the overall layout and release social vitality, so as to achieve the mechanism linkage and value consensus that empower public crisis governance. Establishing and improving the assistance and security system for special family planning is an important part of optimizing the supporting measures of family planning policies. Taking special families as the re search object, and based on the sustainable livelihood theory, this paper constructs the assistance service framework of special families from three aspects, namely livelihood environment, livelihood capital and livelihood strategy. Al though special families have a certain amount of livelihood capital, they still face severe economic, pension and health risks. It is necessary to further open the path of sustainable livelihood with the joint participation of multiple subjects, including the path of risk oriented protection of the rights and interests of family planning special families, the path of linkage assistance to family planning special families to deal with livelihood capital, and the path of improving the development capacity of family planning special families with livelihood strategies.

The three child policy reflects the gradual relaxation of China′s quantitative restriction fertility poli cy. From the perspective of population development, having three children is of great positive significance for improving population structure, coping with population aging and maintaining human resource endowment. However, the promotion of the policy will face multiple obstacles in macro, medium and micro aspects, leading to the fact that young people ″dare not to have children″ and ″do not want to have children″. Under the circumstance that the function of ″raising children for old age″ is declining and the idea of ″carrying on the family line″ is disappearing, finding new birth motivation and mobilizingstrategies is the key to breaking the barriers of effective implementation of the three child policy. Therefore, it is necessary to build a childbearing friendly society, strengthen support for family development, and actively guide young people to change their conception of childbearing from ″fewer children″ to″more children″, so as to form a social atmosphere to encourage childbearingand finally promote the effective implementation of the three child policy. The relevant strategiescan stimulate the fertility potential of the second child birth in the society, and then help the realization of the third child birth, forming a fertility pattern that ″one child is a must, two childrenare a need, three childrenare a possibility″, finally forming a pyramid shaped fertility structure.

Since entering the ′low fertility trap′, China′s society and academia have called for the implementation of fertility promotion policies. To improve the fertility rate and stimulate the people′s willingness to have children, China issued the three child policy and its supporting policies in 2021, aiming to create reproductive welfare for the people. This paper combs the social background and the implementation of fertility incentive policies in some countries in East Asia, northern Europe and the United States, analyzes the three relationships between Fertility Policies and social culture, child rearing, female employment and gender equality, and puts forward suggestions on combining the national leadership and local flexibility of Fertility Policies based on China′s national conditions, pro viding affordable and quality early childhood care services, and strengthening equity and antidiscrimination guaran tee for women′s employment.

Under the background of the three child policy, the construction of 03yearold childcare service system should take into account the number of institutions and the quality of service. To understand the current situation and influencing factors of the quality of childcare institutions in China, 78 classes in 3 cities of H Province were selected by stratified sampling to investigate the quality of childcare institutions using CLASS Toddler. The results show that the emotional support of the quality of childcare institutions in China is at the medium level, while the behavioral support and learning support are at the lower middle level, and there are significant regional differences, institutional differences and teacher differences in the quality of childcare institutions. Institutional fees, teachers′ specialty and years of teaching can significantly predict the quality of childcare. Based on the discussion of the conceptual dilemma, practical dilemma and distribution dilemma of childcare quality under the three child poli cy, this study proposes that the government should take the lead to develop inclusive and high quality childcare services, recruit and build professional childcare teachers, help teachers update their ideas and practice, and im prove the childcare quality through evaluation and supervision.

David Bordwell and Slavoj Zizek once argued about the theory and post theory. After the theory, the exploration of what the theory is is the significance of reexamining this debate. There is no lack of facts about the persistent ailment of ″Grand Theory″ criticized by Bordwell, but it is not the problem of the theory itself. As a case of competing empiricism and rationalism, psychoanalysis oriented film theory has gradual ly been marginalized in the post theoretical reconstruction pattern and has become an ″isolated″ theory. With the rise of post Lacanian film theory and neuropsychoanalysis, and the need for ideological criticism, it is still a haunting ghost in film research. By analyzing the realistic dilemmas and causes of the psychoanalysis oriented film theory re search, and by further exploring the issue of psychoanalytic theory itself as a method, it can make a more objective assessment of the prospects for the development of psychoanalysis oriented film theory.

In view of the opposition between grand theory and post theory, Zizek once summarized it as an ethical and moral debate. If the nature of the ethical and moral correspond to the difference between the two film theories, the content differences of the two film theories can be understood as the idea of ethical facts and moral should divide. And it is this dichotomy that reveals the failure of post theory in ″reconstructing film studies″, different from the logical rigor between ethical facts and moral ought, post theory is full of loopholes in questioning how the grand theory should be based on the factual attributes, which ultimately makes post theory become a paradigm of film re search ″that is not conducive to the development of film theorization″. Based on this, Zizek resisted the post theory. He did not turn to the camp of the grand theory, but he hoped that ″another Lacan ″appeared. In Zizek′s opinion, this not only is the position of ″correct theory″, but also means a possibility of the rebirth of ″post theory″ film theory.
